Cabal*-planted scientists within governments took and utilized the detailed information on the Star Visitor energy devices and vehicle propulsion and instrumentation for the purpose of back-engineering this information into technology to create advanced weapons systems. (www.drboylan.com/cabal.html ) And then these weapons systems were used by Cabal-controlled military units, in conjunction with devices to detect the energy signatures of the Star Nations craft and the Star Visitors themselves, to track, ambush, kidnap, confine, interrogate and torture Star Nations beings and shoot down Star Nations craft.

The flight-altitude restrictions on Star Nations craft enabled Cabal-controlled governments to plausibly deny UFOs for decades, claiming that what was seen were ice crystals, inversion layers, or migratory geese, etc. This UFO Cover-Up continues to this day in the U.S., Council of Europe, Russia, and to a lesser degree, in China.

Cabal scientists have accessed, monopolized and misused Star Nations information to fashion advanced technology for dark purposes, such as psychotronic mind-influencing weapons, scalar-energy artificial-earthquake machines, and electromagnetic-pulse and neutral particle-beam killer-ray weapons. They have also devised fleets of various antigravity craft of human manufacture, and make megalomaniacal preparations for an all-out Star Wars to drive the Star Nations from Earth’s skies.

Cabal scientists misused genetic samples which the various Star Nations races had provided to the governments to engage in gene-splicing and cloning of hybrid-human Super-Soldier clones who would be endowed with advanced physical and psychic powers, in a plot to eventually use them against the Star Nations.

And Cabal-oriented governmental officials wanted the information on every Human that the Star Nations visited so that they could follow up on such visits with rogue Cabal paramilitary kidnappings, drugging, interrogation and abuse of these Humans, who were then left with the false implanted memory that their contact and ordeal was part of an “abduction” by “evil aliens”

All this is noted , while also recognizing that the 1964 Agreement has facilitated the Primary Mission of Star Nations for Earth: the protection and “fostering the growth and development of the emerging Human Species in all manners consistent with the desire of Source,” (as Councillor Meata put it.)

Public Repudiation of the Agreement, Now Revealed

When I published on the Internet my Report about the 1960s Meetings between the Star Nations and four of the Earth’s governments, there was considerable critical and hostile reaction from a number of Humans. Despite great care in assuring that my Report accurately reflected the facts, several problematic issues arose.

One issue is that some Humans see this as essentially a pact between the Star Nations and the entire Earth. And because they see it that way, they think it is unfair that the Four Governments speak for the Earth.

A second issue is that they see it that, reductively, Star Nations negotiated with the Cabal. And how could Star Nations negotiate with criminals and global terrorists?

A third issue is that all the rest of the billions of Humans who don’t happen to live within the boundaries of those Four Governments were left out of the negotiations, and left out of the Agreement. Yet these billions still also have to experience the abuse, the Cover-Up, the continuation of secrecy about Star Nations contact, the denial of public access to Star Nations information, e.g., Zero-Point Energy devices, which could resolve Earth crises, e.g., hydrocarbon fuels polluting the planet.

A fourth issue is that some Humans see the Star Nations as, per the Agreement, “selling out” the privacy, safety and well-being of hundreds of millions of experiencers by “delivering to the Cabal” the names of Star Visitor-to-Human incarnates, as well as the upgraded Star Seed and Star Kid hybrids. Many Humans see little point of distinction between the leadership of the Four Governments and substantial portions of the Cabal.

A fifth issue is that a number of Humans perceive the Star Nations as violating the 11:11 Laws of Source by Star Nations’ behavior and concessions in accordance with the Agreement. Ironically, the Laws which they perceive Star Nations as violating are the very Laws (of Protection of Man, and of Growth of Man) which motivate Star Nations to engage in the Primary Mission on Earth.

A final issue raised was that a number of Humans question the very validity of the 1964 Agreement. Their position, if I may summarize, is: 1) that any Agreement affecting Earth should have been accomplished with/through the United Nations; 2) that Premier Mao Tse-Tung was in power through military might and not duly selected by his people; that Nikita Khrushchev was a dictator and the Russian people did not have free elections, therefore he did not legitimately speak for the Soviet peoples; and that David Rockefeller was not elected by anyone, and lawfully did not represent U.S. leadership, and that therefore three of the Four Governments did not have legal legitimacy to bind their peoples to an agreement; and, 3) that any agreement with a cartel of international criminals “shocks the conscience”, and is invalid as representing an agreement with the peoples of Earth. Further, they argue that the conditions which obtained at the time of the Agreement no longer hold true, and that for that reason also, the Agreement is invalid.

There are a number of misunderstandings and false assumptions embedded in these objections, which I have addressed separately; see: Appendix One (below).But there is enough truth in them that it, along with my own concerns, and impelled to make an Alternative Proposal.

Councillor-of-Earth Proposal to Address the 1964-Agreement Problem

It is the assessment and considered judgment of the Councillor of Earth that the status-quo cannot go on as it is, and that the 1964 Agreement no longer serves the best interests of Earth or the Star Nations.

Further, I would argue that the 1964 Agreement, if it was ever valid, is now invalid. Based on Earth international law, I argue for invalidity on three bases.

Under the legal doctrine of Ultra Vires, a party's consent to a treaty is invalid if it was given by an agent or body without power to do so. It can be argued that the USSR and China were police states, and their leaders were not legitimate. It can also be argued that David Rockefeller was never elected, and did not speak for the American people.

Under the legal factors of Misunderstanding and Fraud, a party’s consent may be invalidated if there was an erroneous understanding of an essential fact or situation at the time of conclusion of an agreement, especially if it was induced by the fraudulent conduct of another party. Star Nations understood that it was securing a cease-fire agreement. Cabal representatives dominating the Ratification Meeting never intended to keep that part of the Agreement.

Under the legal doctrine of Peremptory Norms, an Agreement is null and void if it is in violation of a Peremptory Norm. Since members of the Four Governments intended to use the identification information on Star Seed incarnates and hybrids to misuse and terrorize them and harm their rights, it can be argued that this violates basic human-rights Peremptory Norms, and thus invalidates the Agreement.

Councillor of Earth Recommendations


My First Recommendation is that Star Nations Council provide notification to the Four Governments forthwith that it is abrogating and withdrawing from the Agreement of 1964, because of the above intrinsic invalidity, as well as fraud, manifested by subsequent bad-faith behavior by the Four Governments. Given the current paranoiac state of key members of certain governments, a corollary recommendation is that Star Nations assure these governments that withdrawal from the Agreement is not a signal of intention to attack or invade.

My Second Recommendation is that Star Nations forthwith contact the Secretary-General of the United Nations, as well as the Representatives on the UN Security Council: (China, France, Russian Federation, United Kingdom, United States, Argentina, Republic of Congo, Denmark, Ghana, Greece, Japan, Peru, Qatar, Slovakia, and the United Republic Tanzania,) and insist on a prompt Meeting to develop a new Agreement that will be peaceful, just, inclusive, and transparent. Under the UN Charter, all Member States of the United Nations agree to accept and carry out the decisions of the Security Council. Thus, global inclusion is achieved.

This matter should be calendared as an Emergency Session of the Security Council, to be convened as soon as practicable, given the recommended prompt abrogation of the 1964 Agreement by Star Nations for due cause.
Representatives from Star Nations High Council would obviously be a part of this and any subsequent Sessions of the Security Council to negotiate a prompt and fair successor to the Agreement of 1964. It seems appropriate that the Councillor of Earth also be a party to such Sessions, representing both Earth and Star Nations Council.

It is my Third Recommendation that the overall content of a subsequent 2006 Agreement Between Star Nations and Earth’s United Nations focus on a few key points.

A) Given the transparency of these UN Sessions, the UFO Cover-Up is pointless, and all UN Member States should immediately embark on an accelerated program to inform, assure, and educate their peoples about the presence of, and peaceful and honorable intentions of, the Star Nations.

B) The safe passage of the Star Nations through Earth’s airspace and near-space environments should be assured.

C) The 2006 Agreement should incorporate explicit understandings that information shared by Star Nations is the patrimony of all Earth’s citizens, and that the UN shall take steps to assure a common information repository, accessible to all Earth’s citizens, as well as set up educational institutes at which Star Visitors and Humans can meet and exchange information and receive expert consultation. The Agreement should include provisions for Star Nations to identify information currently sequestered by the Four Governments, and outline steps to assure that such information becomes publicly accessible in an expedited fashion.

D) The 2006 Agreement should incorporate a recognition by all parties that by now the majority* of Earth’s current population are either Star Visitor persons incarnated as a Human in this lifetime or genetically-advanced Star Kid or Star Seed hybrids. *See Appendix Two: Star Kid/Star Seed Demographics, (below). It should also recognize that Star Nations have its right recognized to contact, inform, educate, and provide guidance to these cosmic citizens.

E) The 2006 Agreement should contain explicit recognition by the UN that Star Nations presence, contacts, and information-sharing will intrinsically have some impact on religions and cultural organizations on Earth, and that a Working Group be set up, composed of Human and Star Nations representatives, to examine ways to assists religious and other cultural organizations to accommodate to the wider reality presented by Star Visitors contact.

Since Earth and Human culture have moved forward markedly since 1964, many of the minutiae of the 1964 Agreement no longer are necessary in a transparent, whole-Earth 2006 Agreement.

Further, while the Cabal continue at the moment to present a large problem, like cockroaches they fear the light of public exposure, and will scurry into obscurity and wither in the new disempowering environment of open cosmic contact, and the transparent Star Nations-UN negotiations to incorporate cosmic contact into Human society. Thus, I am not presenting explicit recommendations concerning them at this time. However, I do take notice that as a result of the Formal Hearing* of 29 September, 2005, (www.drboylan.com/formalhearing.html ) Star Nations is committed since that date to have no more contact and communication with any who have allegiance and affiliation with the Cabal. Further, Star Nations no longer reports travel or contacts information, nor the identity of any Star Seed, to anyone of Cabal orientation. Thus, needless to say, none of the Cabal will be parties to the negotiation of the new Star Nations-United Nations 2006 Agreement.

Councillors, please be assured that I stand by to clarify and assist in any matters that Star Nations High Council should wish.

Appendix One. Response to Various Objections about the 1964 Agreement

- First misunderstanding: The Agreement was not with the "whole of Earth". It was made with four governments. There are 191 governments on Earth.

- Second misunderstanding: The Agreement was not made with the Cabal. The Agreement was entered into with the representatives of the Four Governments. While Cabal types are represented within these governments, not everyone in these governments is tied to the Cabal. Further, these were official governments duly representing their countries. To paraphrase the Secretary of Defense, the Star Nations had to negotiate with the governments they had at hand, not the governments they would have wanted.

- Third misunderstanding: 6+ billion Humans were not "ignored". It was precisely for those 6+ billion Humans that Star Nations came to Earth, and have been involved in contact with millions of Humans to prepare them to be ready to help Earth make the important Transition from old corrupt Fourth world society to a new just, eco-friendly, family-like Fifth World society. The point of getting a cease-fire was not just to that starcraft would not get blasted. If that is all Star Nations wanted, they could have withdrawn from Earth, said "to hell with it," and gone elsewhere. But instead, Star Nations was willing to negotiate a cease-fire by the Four Governments under distasteful conditions in order to secure the Number One Priority: to be able to continue helping enough Humans transform to their highest and best potential, so that Earth would make the Transition successfully. The alternative would have been to stand by and watch Earth crash and burn, the way it was headed, and as some other planetary societies have done.

- Fourth misunderstanding: the Star Nations do not report to the Cabal about whom Star Nations is contacting. The Star Nations report to legitimate governments. It is because the Cabal have infiltrated these governments that their operatives get their hands on some of this information.

- Fifth misunderstanding: Some ask whether all Humans have not experienced adverse effects from the Agreement with the Four Governments. Yes, of course. But all Humans have also experienced a much more important and overarching positive effect: having a future at all. If Humans and Earth do not successfully navigate the current Transition we are now in, there will be no recognizable Earth, and Humanity will not have a future for long. Star Nations needed to have the "elbow room" to reach and work with millions of Experiencers, Star Seed incarnates, genetically-upgraded Star Seeds, and Star Kids, over the past 45 years, in order to awaken, support, inform, and assist these and other lightworkers to be in position to make the positive changes in our society that we do see going on.

- Sixth misunderstanding: Some ask whether the Star Nations violated the 11:11 Laws of Source. Quite the opposite. It is the very 11:11 Laws of Source which motivate Star Nations to get involved with a very difficult, dangerous, and far-gone planet like Earth. Specifically, as Councillor Meata noted, Star Nations gets involved here out of fidelity to the Law of Growth of Man, and the Law of Protection of Man. Star Nations does so at the price of considerable loss of persons and craft, confinement, torture, and other harsh treatment.

- Seventh misunderstanding: the Star Nations do not offer '"protection to the Four Governments" through the 1964 Agreement. The Star Nations are appalled by, and do not sanction, the abuses that corrupt officers within the four governments perpetrate. Rather, Star Nations are here to help Humans change the kind of society we have, so that we move beyond the materialistic and corrupt model currently in place. Earth in the 1960s was an almost impossible place to deal with. It was repeatedly on the verge of global nuclear war. Time was rapidly running out for planet Earth. It may be easy to think that one can stand on the sidelines and criticize Star Nations for getting into an Agreement that was far from perfect. Perfect was not possible. The Star Nations did the best they could with the situation that Earth presented, and Star Nations never lost sight of the overarching primary objective: that Earth make it through the Transition and into a new Fifth World society. I think that I can safely say that if Star Nations had not made that Agreement, and secured the room to contact, inform, awaken, and support lightworkers, you would not be standing here today. Neither would I. Nor any of us. We'd be drifting ashes in a nuclear winter.

Percentages of Star Kids and Star Seeds Globally

“Next, I extrapolated these Star Kid/Star Seed percentages to Earth’s current population, which the UN estimates to total 6.3 billion humans alive now. Again, the figures are staggering.

“The Global Star Kid Count, (those ages infant to 19, including “Latents” [as yet unaware]), is 2.2 billion That is not a typo, the word starts with a “b”.

“The Global adult Star Seed Count, (adults ages 20-100+, including “Latents”), is 1.5 billion.

United Nations demographers tell us that the median age of humankind today is 27.5 years old. That means that there are as many people younger than 27.5 as there are older than 27.5 years of age.

“In the younger half of the human population, (where the Star Kid Tidal Wave is embedded,) of these 3.1 billion youthful citizens, 86% (2, 740,000,000) are Star Kids and Star Seed young adults.

“Whereas in the older half of the human population, a lesser 31% (1,008,000,000) are Star Seeds, and most of these are the younger mature adults.”

Of the 6.3 billion Humans alive today, 3.7 billion (59%) are Star Kids/Star Seed adults.
